ABOUT US
The Caroline County Office of Human Resources coordinates the
county-wide human resource functions and creates a central
source of human resources expertise for consistency and
efficiency.
Our focus is on recruiting, developing, and retaining
our most valuable asset - our county employees.
We provide a variety of human resources-related services to
Caroline County departments, agencies, employees, retirees,
and the public. Our programs and services support the
mission and objectives of the county by attracting,
developing, and retaining a skilled and diverse workforce.
Our Staff
Acting County Administrator - Richard Barton
- The position of County Administrator is the chief
administrative, finance, and budget officer of the
County.
- Supervises and coordinates the administration of the
functions of the several departments and administrative
agencies of the county and carries on the general
policies, orders and instructions of the Commissioners
in the administration of the public local and other
laws applying to the County;
- Has oversight authority on personnel issues.

The position of Assistant Personnel Director is administrative
and clerical position, and serves as coordinator of all related
personnel and benefits actions of the county making
recommendations to the County Administrator. The coordinator
monitors the day-to-day personnel office operations and
provides guidance to employees related to personnel.
- Coordinates policies and operations regarding personnel management within the county;
- Provides guidance and counseling to Department Heads, Elected Officials, and Employees on all personnel issues;
- Ensures compliance with governmental and regulatory reporting requirements;
- Facilitates the day to day management of the Office of Human Resources
- Coordinates submission of employee data from department
managers in regards to personnel actions such as
promotions, transfers, probation, and other related
matters;
- Monitors departmental personnel records such as
attendance, vacation, holiday and sick leave;
- Coordinates payroll activities including deductions,
withholdings and direct deposits and pay
differentials;
- Coordinates personnel budget records including
verification and preparation;
- Coordinates the County's recruitment efforts including
writing job advertisements and insures EEO
compliance;
- Prepares legally mandated personnel-related quarterly
and annual reports;
- Serves as secretary/assistant to the Personnel Review
Board.

- Processes payroll biweekly;
- Answers specific questions from employees regarding payroll and deductions;
- Monthly and quarterly balancing of all payroll accounts;
- Coordinates the various benefit
- Completes pension forms for elected officials and
verifies salary data.
- Verify all payroll taxes quarterly to ADP's filings.
- Responsible for mailing and distribution of all payroll
information.
- Answers specific questions from employees regarding
payroll and deductions.
- Provides support to Assistant Personnel Director with the day-to-day personnel office operations.
Office Support Assistant II
- Completes the Maryland New Hire and Department of Labor Statistics reports;
- Compiles Fica and WC Report for Finance Office;
- Responds to inquiries and requests for information from employees and the public;
- Helps coordinate EZLabor time and attendance information;
- Payroll Processing;
- All clerical support for the Office of HR.
