Absentee ballots for the primary or general election must be
postmarked on or before that election day.
Remember, in Maryland, only registered Democrats and
Republicans are allowed to vote in Primary Elections.

Who We Are

|

The Caroline County Board of Elections is made up of five
Board Members appointed by the Governor for a term of four
years. There are three regular members and two substitute
members. Two regular members and one substitute member are of
the majority party, and one regular member and one substitute
member are of the principal minority party. Since our current
Governor is a Democrat, the board is made up of two
Democratic members and one sub-member and one Republican member
and one sub-member.
The Board meets on the second Friday of every month at 9 AM.

Our members took office in June, 2007 and their term will
expire June, 2011.
Legal Counsel
The Board Members appoint a legal counsel to the Board every
year as required by law. Our Board attorney is Dennis J.
Farina.

What We Do

|

It is the responsibility of Caroline County Board of Elections
to oversee the conduct of all Federal, State and local elections
held in Caroline County, in accordance with the Constitution of
the United States, Election Law of the Annotated Code of
Maryland and the Code of Maryland Regulations (COMAR) and now
the newly enacted Federal Help America Vote Act.
Election Judges
For each Election, we appoint Election Judges to oversee the
actual Election process at each of the Polling Places in the
County. The Election Judges must be registered voters, may
not be an elected official, and may not campaign for a
candidate on Election Day. Please call the Election Office
if you are interested in serving as an election judge.
Municipal Elections
We do not manage the town elections but we maintain the
records of the voters. When a person who lives within town
limits registers with us, they are automatically registered
for the town elections.
Election Laws
The Election Laws may only be changed by Legislation in the
General Assembly. A complete revision of the
Registration & Election Laws known as Article 33 of the
Annotated Code of Maryland took place through the concentrated
efforts of a task force appointed by the Governor. Many
outdated laws were either revised or thrown out completely. A
new revision recently took place again through the General
Assembly and Article 33 will now be known as Election Law of
the Annotated Code of Maryland.
Most of the laws were revised to make it easier for citizens to
register to vote, and easier for all registered voters to
exercise their right to vote.
Provisional Voting
Provisional Voting is a process that will allow
people to vote at a polling place on election day on a
paper ballot if they are not listed in the precinct register.
On the day after the election, the Election Office qualifies
these voters (who must already be registered in Maryland) and
the accepted ballots get canvassed and added to the official
results.
Political Parties
There are currently four recognized political parties in
Maryland; the Democratic Party, the Republican Party, the
Green Party, and the Libertarian Party.
The rest of the voters fall into categories of "Unaffiliated"
(no party chosen) or "Others" (who may have chosen a
non-recognized party like Independent).

Office Staff

|

The office is staffed with the Election Director, Sandra M.
Logan who is the head of the office; Myrtle Coleman, Election
Supervisor; Allison Henderson, Election Information Systems
Specialist, and Vista Cheesman, Part-Time Election Assistant.
The full-time employees are part of the State Merit System and
are considered state employees, but all of the funding to run
the office, pay
the employees, the Board Members and office expenses comes from
the County. The County reimburses the State 100% for all costs.

Electoral Divisions

|

For election purposes, Caroline County is contained totally in
the First Congressional District, but is divided up into two
Legislative Districts; 37B which is the lower half of the
county and 36 which is the upper half of the county. We have
eight Election districts with eight precincts where each of the
polling places are located. The smallest precinct is the 8th
District and the largest one is the 3rd District. Right now in
Caroline County there are over 17,500 active and inactive
registered voters. (An "inactive" voter has not updated their
address with us.) Our County is ranked 22nd in size out of 24
jurisdictions in Maryland.
